j3 STRATEGIES, Ltd. is a Nevada-based LLC specializing in campaigns, communications and public relations.  We also
provide crisis management assistance and a wide range of business development consultation.

employees work to maintain strong relationships with local, state and federal officials, as well as with community leaders,
media representatives and political interest groups so we can better serve your interests.  

Robert Uithoven, president of j3 STRATEGIES, managed the successful 2006 campaign of Governor Jim Gibbons (R-NV).  
Previous to the campaign, Uithoven worked as chief of staff to Gibbons during his tenure as Nevada's 2nd congressional
district representative in the U.S. Congress and helped oversee Gibbons' re-election campaigns in 2002 and 2004.  He
also helped pass the successful Education First ballot initiative in Nevada.  

Uithoven currently serves as Vice-Chairman of the
Reno-Sparks Chamber of Commerce PAC Board, a member of the
Northern Nevada Network,
Keystone Corporation, and the Nevada Economic Development Advisory Board and as a Trustee
for the
Joshua L. Anderson Memorial Foundation.

Vinson Guthreau serves as Vice President and Partner at j3 STRATEGIES.  Vince recently worked for the Nevada
Association of Counties (NACO), assisting the respected, statewide organization in matters of strategic planning, policy
development and lobbying state government on behalf of Nevada’s seventeen counties.  During his tenure at NACO, Vince
advocated on issues concerning fiscal policy, property rights, public lands management, economic development,
transportation and other matters concerning state and local taxation and regulation.    

Prior to working for NACO, Guthreau worked for then-Congressman Jim Gibbons out of his district-based office in Reno,
Nevada.  There, Vince directly managed various issues affecting public lands, Nevada's mining, ranching and farming
industries, water and property rights protection, and other issues of responsibility including federal grant research and
management.  He also helped oversee legislative actions affecting Nevada, as well as regulatory measures imposed by
both the Clinton and Bush Administrations.  

Guthreau maintains strong relationships with key elected leaders, business groups and numerous associations across
Nevada and possesses the necessary skills to work effectively with officials at all levels of government.

Jennifer Harrington joined j3 STRATEGIES in April 2008 as a general consultant.  Prior to joining our firm, Jen worked for
the White House with the Office of Political Affairs.  She has worked on successful Nevada campaigns in each cycle since
2002, including with U.S. Senator John Ensign (R-NV) and Governor Jim Gibbons (R-NV) in 2006, President George W.
Bush along with U.S. Congressman Jon Porter (R-NV) in 2004 and with Nevada Assemblyman and former Republican
Leader of the Nevada State Assembly Garn Mabey (R-NV) in 2002.  After the 2006 campaign cycle, Jennifer worked with the
International Policy Office in the Directorate for Science and Technology in the Department of Homeland Security.
